Help with my male cat?

My 2 year old black american short-hair neutered cat meows high pitched. It sounds like a girl cats meow. Also when i pet him near the tail he sticks his tooshy up. We believe that he was neutered when he was very young. But why does he meow like a girl and stick his rear in up? He is a strange cat. But you gotta love em
