I found a kitten on the side of the road with half a tail it is shaking, the tail is cold should I tk to vet?

the kitten has half of its tail it is shaking a lot and the tail is cold should I take it to the local animal shelter to be taken care of or do you think it will be okay? I read that the kitten is probably shaking because the tail hold a lot of nerves... also the tail has no hair.
